Bilal Vladis is an supernatural vampire who is responsible for turning Count Dickcula. Not much is known about Bilal other then his obsession of turning thousands of people into his personal servants. He is believed to be an fallen angel that was casted out due to his demonic antics and has lived for thousands of years. However, he took a liking to Ramon Dicks during his time in bondage and sought out to make him into a vampire known as Count Dickcula. Although he has kept slaves for thousands of years, Bilal was against slavery amongst human beings because he felt like humans were not Gods or anybody significant enough to pose that type of power over another human. He also saw brute strength and will power of black people during that time and he thought they would make excellent vampire soldiers for his army to takeover the planet. He would slowly try to convince Ramon to willingly become an vampire and serve him for all eternity, but he would refuse. This prompted Bilal to frame Ramon of an murder and rape of an white woman which caused Ramon to be lynched for the murder.

Rise of Count Dickcula

Bilal would then bring Ramon back from the dead to turn him into Count Dickcula and give him the task of bringing him more black people servants for his vampire army. Count Dickula would play along for a short amount of time, only to get revenge on the town that murdered him, but afterwards he would eventually turn on Bilal as he did not believe in swapping out slave owners. Count Dickcula would begin to keep souls for himself and lock them in his sex realm as he was a former buck on the plantation. This action would piss off Bilal and he would go after some of Count Dickcula's family members and descendants. This would spark a war that lasted for hundreds of years between Count Dickcula and Bilal as they would fight each other over potential servants.

Fighting Black Supamane

Unaware of his relation to Count Dickcula, Black Supamane is constantly contacted by Bilal to join his army. He likes to visit him in his dreams and even gives him sexual fantasies of them sharing a woman. Count Dickcula sought protection from Bilal for his descendants from Madam Venom, who can contact the Gods. She granted Count Dickcula with a spell that can prevent Bilal from turning any of Count Dickcula's family members into vampires.
