Raven Congrejo a.k.a. "Agent Congrejo" is a rogue CIA agent behind hiring Koffee Black as an operative and giving Black Force deadly missions assignments. Agent Congrejo once worked for the CIA as a special assignment director where she was given the task of monitoring the activities going on in Mid Point City, specifically the East Bound quadrant. She would travel down there from D.C. and interact with some of the locals before hearing about one of Koffee Black's rallies. Raven visited the rally and met with Koffee Black afterwards, not fully telling her she was with the CIA, she would gain Koffee's trust. After a couple months of meetings, the CIA contacts Raven and notify her to figure out a way to neutralize Koffee Black as she was causing to much chaos in the East Bound quadrant. Raven would attempt to kill Koffee Black by hiring The Booty Man, as he was someone on the CIA's assassin call sheet. But it would backfire as other members of Black Force would show up and stop the Booty Man from trying to kill Koffee.

An Opportunity

This prompted Raven to do a little bit more research on what's been going on in the city of Mid Point, as she saw an opportunity for Black Force to be an international team of super heroes. She would use Koffee as a point of contact to get Black Force to go on certain missions in Africa to stop certain crimes being done, but the CIA would get wind of this and take her off the assignment immediately. She soon realized that the CIA was controlled by a member of the "White Order." Raven wanted to resigned from her position with the CIA, but Koffee convinced her to stick close and stay on the inside to see what the CIA next moves are. Raven would convinced the CIA to let her back on the assignment and that Koffee could be a useful tool for them as she gave them intel on her being the point of contact for Black Force. Raven would stay in Mid Point, but not work directly with Koffee and Black Force as she couldn't be trusted by the CIA. However, they did still allow her to sit in on critical meetings and be an advisor to stopping Black Force. She would often have to play both sides of the fence in order to keep her cover. This gave her the opportunity to give intel to Black Force about some of the next moves from the CIA and the White Order on the low. She would often meet with the members in abandon buildings or closed off streets with no cameras, working against the CIA. But that would sometimes lead to the members of Black Force taking out people who may try to rat her out, even if their model citizens.
